President, Epoch Advisors
Lois Scott, President, Epoch Advisors, is a senior finance executive, entrepreneur and civic leader. She serves on the board of MBIA Inc. (MBI - NYSE) where she is a member of the Audit Committee, Chicago Stock Exchange (Audit Committee, Risk and Oversight Committee) and the advisory board of other privately held financial services companies. From 2011-2015, Lois served as the Chief Financial Officer for the City of Chicago, the first woman to ever serve in that capacity. With over 30 years of finance experience, Mayor Rahm Emanuel entrusted Ms. Scott and the City’s finance team with an annual budget of $7.5 billion and assets of $32 billion. In 2011, she co-founded and chaired the Municipal CFO Forum with the Harris School of the University of Chicago. From 2002-2011, Ms. Scott was CEO of a financial advisory firm with offices in New York, Chicago, Houston, Newark, Columbus and Anchorage that served large corporate and governmental clients. The firm was acquired by PFM in 2011. Prior to that, she served as President and Vice Chair of a technology company that provided a family of services to schools. Lois started her career at First Chicago (now JPMorgan), where she was responsible for governmental, health care and higher education clients in an 8-state region including California. In 1997, Ms. Scott was selected to serve as one of 15 White House Fellows and tasked with advising President Clinton’s administration on the financial crisis in Southeast Asia. At 17, she enrolled at Cornell University to study Labor Economics and completed her M.B.A. in Finance from Cornell’s Johnson Graduate School of Business at the age of 22.
Executive Director, Conway MacKenzie
Andy Dillon leads Conway MacKenzie’s municipal practice. Conway MacKenzie has served as a financial advisor on many of the nation’s largest municipal restructurings. Mr. Dillon previously acted as Treasurer for the state of Michigan. He also served as a State Representative for Michigan’s 17th District from 2004 to 2010, acting as Speaker of the House from 2007 through 2010. Mr. Dillon’s private sector experience includes serving as Managing Director at Wynnchurch Capital Partners (a middle market private equity fund), President of DSC Ltd. (a steel processor), Vice President at GE Capital Commercial Finance and practicing law for seven years. Mr. Dillon obtained his B.B.A. Accounting and Juris Doctorate degrees from the University of Notre Dame.
Chairman and Chief Executive Officer, Hilltop Securities
Hill Feinberg was named Chairman and Chief Executive Officer of HilltopSecurities in January 2016, upon completion of the merger of HilltopSecurities and First Southwest Company. He had served as Chairman and CEO of FirstSouthwest since 1991, and as a director of Hilltop Holdings since the acquisition of PlainsCapital in November 2012. He previously served as a director of PlainsCapital from December 31, 2008 (in conjunction with PlainsCapital’s acquisition of FirstSouthwest) to November 2012. Prior to joining FirstSouthwest, Mr. Feinberg was a senior managing director at Bear Stearns & Co. and a former Vice President and Manager of Salomon Brothers in the Dallas office. He is a past chairman of the Municipal Securities Rulemaking Board. Mr. Feinberg is a member of the board of directors of Energy XXI (Bermuda) Limited, a public company (lead director). He also formerly served as a member of the board of directors of Compass Bancshares, Inc. and Texas Regional Bancshares, Inc. Mr. Feinberg received his bachelor’s degree in finance from the University of Georgia’s Terry College of Business in 1969, receiving the Distinguished Alumnus Award from the University of Georgia’s Terry College of Business in May 2008. After graduation, he joined the U.S. Army Corps of Engineers, serving as first lieutenant in Vietnam from 1970 to 1971.
Senior Managing Director, National Head of Investment Banking, Siebert Cisneros Shank & Co. LLC
Gary Hall is Senior Managing Director, National Head of Investment Banking, and an equity partner at Siebert Cisneros Shank & Co. LLC, where he is responsible for managing all bankers and leading the rm’s execution strategy for business development with municipal bonds underwriting, origination and nancial advisory services nationwide. Mr. Hall’s professional career spans over 25 years and includes positions in government, law and investment banking. Prior to joining Siebert Cisneros Shank, he was an Executive Director in the Public Finance – Investment Banking Group of JPMorgan Securities LLC. Earlier he was a member of the Mergers & Acquisitions Group of Banc One Capital Markets Inc., and practiced law in the corporate finance department of Gardner, Carton and Douglas (now Drinker, Biddle and Reath). Mr. Hall was also White House Fellow under President Bill Clinton. Mr. Hall has a bachelor’s degree from Howard University and a law degree the University of Notre Dame.
Senior Managing Director, Public Finance, Assured Guaranty
William Hogan manages the public finance business for the Assured Guaranty family of companies which includes Assured Guaranty Corp. and Assured Guaranty Municipal. Assured Guaranty’s public finance team underwrites financial guaranties for a broad range of municipal bond sectors including general obligation, transportation, utilities, healthcare, and infrastructure transactions. Mr. Hogan began his career as a senior analyst at Moody’s Investors Service where he covered traditional municipal credits and project finance transactions. He has held several senior underwriting and managerial positions in the bond insurance industry over that past 20 years. He is a member of several industry organizations and a past Chairman of the Board of Governors for the National Federation of Municipal Analysts (NFMA). Mr. Hogan is a graduate of Rutgers University.
Chris Mier CFA
Managing Director, Analytical Services Division, Loop Capital
Chris Mier is the Chief Strategist and Managing Director of the Loop Capital’s Analytical Services Division (ASD). Loop Capital is a full-service institutional broker-dealer based in Chicago. Prior to joining Loop Capital, Mr. Mier was an institutional Portfolio Manager in the Municipal Bond Department at MFS Investment Management. In addition, he has served as a Portfolio Manager of numerous municipal funds at Scudder Kemper Investments and Kemper Financial, and he previously held several posts at Comerica Bank in Detroit. He received his Chartered Financial Analyst designation from the AIMR (now CFA Institute) in 1992. He also holds Series 7, 24, 53 and 63 licenses. Chris was elected to a 3-year term as a Director on the Board of the CFA Society Chicago the summer of 2014. Mr. Mier holds an MBA in Finance and Managerial Economics from Northwestern University’s Kellogg School of Management and a Bachelor of Arts in Economics from the University of Michigan. He also received a Master of Arts in Economics from the University of Illinois at Chicago in 2009.
John Miller, CFA
Managing Director, Co-Head of Fixed Income, Nuveen Asset Management
John Miller serves in a strategic role as the co-head of fixed income for Nuveen Asset Management, responsible for the investment process and performance of the firm’s municipal fixed income group. He is also the lead manager of the High Yield Municipal Bond Strategy, the California High Yield Municipal Bond Strategy, and related institutional portfolios. In addition, he co-manages the All-American Municipal Bond Strategy and the Strategic Municipal Opportunities Strategy and oversees a number of closed-end funds. Mr. Miller is a trusted public voice in discussing key issues and trends within the municipal market. He is a frequent guest on CNBC, Bloomberg Television and Fox Business News. His perspective is often sought out by leading industry media such as The Wall Street Journal, Barron’s, Bloomberg News and Morningstar. He has also served as a panelist on Barron’s Municipal Bond Roundtable. His background features over 20 years of experience in the municipal marketplace. He holds the Chartered Financial Analyst designation and is a member of the CFA Institute and the CFA Society of Chicago. Mr. Miller earned a B.A. in economics and political science from Duke University, an M.A. in economics from Northwestern University and an M.B.A. in finance with honors from the University of Chicago.

Hector Negroni is the Co-Founder, Co-Chief Executive Officer, and Chief Investment Officer of Fundamental Credit Opportunities (FCO). He has been a leader in US public sector investing for the last three decades and his efforts have produced tens of billions of dollars of financing for infrastructure and essential services at the Federal, State and Local levels. He has pioneered innovative solutions for a wide range of governmental needs including: securitizations, structured products, public/private partnerships, tax credits, derivatives and direct lending initiatives. Prior to forming FCO, Mr. Negroni was the head of Municipal Trading at Goldman Sachs, charged with oversight over all capital commitments, and prior to that, he worked at Société Générale, Lazard Fréres and Citigroup in different investing, structuring and leadership roles. Mr. Negroni is frequently sought out by industry thought leaders, policy makers, academia and the media and he sits on the Advisory Boards of the National Institute of Public Finance and the Center for Municipal Finance at the University of Chicago’s Harris School of Public Policy. Mr. Negroni earned a BS from The Wharton School of the University of Pennsylvania.

Brian Septon is an actuary and Principal at The Terry Group in Chicago, Illinois. For over 20 years, he has advised private and public sector organizations on retirement, investment and healthcare management issues. He is a leading expert on public sector retirement systems. Mr. Septon is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries, an Enrolled Actuary, and a Fellow of the Conference of Consulting Actuaries. He is on the Board of Directors of the Civic Federation of Illinois, and is a Member of the Economic Club of Chicago. Mr. Septon received his degree in actuarial science from the University of Illinois in 1996.

Courtney Shea is a principal with Columbia Capital Management, LLC, an independent municipal advisor. She joined the firm in 2013 after more than thirty years of working with governmental issuers to foster creative financing solutions. Ms. Shea was an investment banker with several Wall Street firms. She also served as team lead for the Illinois Department of Transportation in its Public Private Partnership initiatives. Ms. Shea is a founding member of Women in Public Finance, and a member of the National Association of Bond Lawyers. Ms. Shea holds the following degrees: a B.A. with high honors in Economics from the University of Notre Dame, a J.D. from Loyola University, and an M.B.A. with high honors in Finance from the University of Chicago. She is admitted to practice law in Illinois.
Managing Director, Chapman Strategic Advisors LLC
James Spiotto is a Retired Partner of the law firm of Chapman and Cutler LLP and presently is the Managing Director of Chapman Strategic Advisors LLC, the consulting subsidiary of that law firm. He also is co-owner and co-publisher of MUNINETGUIDE.COM, an online service devoted to municipal related research and information. In the forty years prior to retiring as a partner in the law firm of Chapman and Cutler LLP, he represented issuers, indenture trustees, bondholders, banks, insurance companies, institutional investors and funds in litigation, bankruptcy or workouts of more than 400 troubled debt financings in more than 35 different states and in foreign countries as well. He is a past president of the Society of Municipal Analysts and is a member of the Executive Committee of the Board of Directors of the Civic Federation of Chicago. He was awarded the National Federation of Municipal Analysts Municipal Industry Award in 2014 and 1992 and the National Association of Bond Lawyers Carlson Prize in 1993. He has written numerous books and articles on municipal finance, default and bankruptcy. Mr. Spiotto has B.A. from St. Mary of the Lake Seminary and a J.D. from the University of Chicago Law School.
